I am current running with 1950XTX and 1950 Crossfire edition in my system and have found the system starting to overheat - As such I have decided to start looking for something more efficent for cooling than the OEM air cooling on the cards. Is this compatable with earlier models of the Crossfire series of cards?

I would believe so. Just have to source out water blocks for those cards.
